- Government and Monitoring Bodies: Must enforce stringent quality control and assurance (QA/QC) mechanisms, including frequent, unannounced laboratory testing of the bitumen and the final asphalt mix.
- Citizens: Should demand accountability and be vigilant about the quality of roads being constructed in their communities.
